Boyd Rice was into transgressive art and beat poets like Burroughs, just like the other early industrial people. He started making transgressive, confrontational art and noise installations, which caught the attention of people like Genesis P-Orridge (Throbbing Gristle/Psychic TV), David Tibet (Current 93), and Monte Cazazza.
As he began to garner some notoriety for his noise music, art, and performance work, as well as his prominent position in the Church of Satan, he continued to look for ways to push the boundaries and challenge popular culture. The most hated group in America were quite possibly white nationalist neo-nazis, so he started hanging out with them and even became the roommate of the head of that movement. At first he was just doing it to stir controversy, reportedly not being a racist himself. However, after a while of spending time with white nationalists, he began to sincerely espouse to his friends their rhetoric, and seemed to genuinely worry that the white race was endangered. Since then he has flirted more and more with fascist imagery. It's unclear how genuine his fascism may be. These right wing politics left him estranged from former friends in the punk rock scene, like Jello Biafra (Dead Kennedys), and also seems to have alienated some people in the early industrial music scene. In the past he was known for developing relationships with imprisoned serial killers, and rockstar Marilyn Manson considers him a friend and mentor. He's a pioneer of the dark ambient genre, a source of inspiration for the early neo-folk scene, and is sort of a legend in the noise music scene (especially under his moniker NON), and he's experimented with spoken word and lounge music. He was briefly also a radio personality. These days, though, he seems to get the most praise for his visual art. He's also acted in a few low budget films. His most notable collaborator at this point is probably David Tibet of Current 93.

I should also mention that Matt Skiba of Alkaline Trio is friends with him.
