It can't stop a drone flying at 400km/h from a mile away, much less a small object flying at mach 30 speeds. Plus the shroud of the Russian ICBMs are so thick that it would require a laser at least 20 times stronger than the ones tested by the US Navy to cut through it's skin.
Maybe in 80 years there will be a laser effective enough to do that, but this generation won't see one that is able to do that.

My guess is it's a QCL (quantum cascade laser) that's pulsed to create some pretty fuggin crazy resonance.
