It's for emphasis, yes. You can also see it as a prefix (read "kyoku") that means "extreme".
But I've never seen it used with a verb and a quick search doesn't turn up anything about such grammar. Are you sure it was attached to the verb?

I should clarify that, as far as I am aware, you can only use these sorts of modifiers with verbs if those verbs are attributive.
