Not everything has to be the pinnacle of technical prowess to be innovative and unique. Plenty of punk rock is only good because it's played so fast, otherwise it's really simple and not that great. The point of it is frequently the energy of it, not the minutia of the song.

Look, if your gripe isn't that they were untalented, then I can't help you. Early Swans isn't nearly noisy enough to be disqualified as music, so it just isn't your thing. All music is noise to some degree, they just use sounds you don't find appealing.
