Look at the percentage of people that can't speak english in the red countries. It's mostly around 50% so many can't speak english. Also red countries have way more people which makes dubbing much more profitable.

All shows, films, documentaries etc are professionally dubbed in Italy. By that I mean original voices are removed and replaced by people whose job is dubbing.
Anime was very famous in here in Italy starting in the early 70's thanks to the devoted dub teams. My dad recalls watching jap cartoons as a child can you believe that, lel.
