Well, in many European countries "stings" are constitutionally illegal because entrapment is illegal. So they don't for the same reason that they don't for any other crime. Also, petty theft ain't that high up on the list of priorities.

Not sure, not a lawyer, but the kind of stings I've seen form the US is usually about presenting a tempting target (such as "forgetting" a purse on a park bench, for example), that would be entrapment. As for why they don't just walk around random places and wait to get pick pocketed, I'd imagine it's because it would be expensive use of manpower with little results (even in a hot spot for it, the chance that the officers specifically would be targeted at any given time would be low).
