The middle building has to be a hotel considering it's a resort.
The back left are shops/diners, as exhibited by the tables out infront. Maybe a couple houses in the building behind it.
There are also maybe a few living spaces around the police station, but this total count comes nowhere near the number of people you see around there.
This is also if you don't count the people who seem to not live on the island.
