Sure, we don't have fancy jail and prison's but a roof over their head, 3 square meals a day, a place to sleep, potential job, etc. If a smart person goes into jail or prison, it can really improve their life, so homeless (depending on city) will often do it as often as possible.

You get a room with a closet, bed, table, toilet.
If you have to stay for a long period of time you also get a shower and kitchen.
You get to watch tv, play board games for prizes, play pool and workout.
You can hire a playstation, buy candy and buy phone credit, but you have to work for that.
In the morning you have to pick all the meals you want during the day. I think each day they have a menu of 4 dinners you can pick from.
