Hotels in cities are open ofc but beach resorts are not. your best bet is indeed some island but i dont think it will be full of people in december. But Europe is most beautiful during winter you should definitely visit instead of some shitty beach with sluts

You could take a swim without the water being too cold, some people do it, but mostly old men.
Don't expect beaches full of women. Last month for this is september, and first may-June.
Maybe in the Canary Islands, which are almost in the Sahara, but I don't think you are going there.
