Or, in actuality, because the songwriting doesn't even come close to the rest of the album.

The melodies are bland, the harmony does nothing to help that, and the entire song is very derivative - in this case literally, it's a much older song they simply covered, it wasn't good then and it wasn't good when they covered it.

The lyrics have nothing to do with it. Just like the song. It has nothing to do with the beach boys, and is the closest you can find in terms of filler on the album. This is from an era when fully-packaged albums where every song was good were a rarity, as albums were products of necessity and for big-name commercial artists like the Beach Boys that meant providing a certain numbers of tracks along with marketable singles that people knew, stuffing the rest with filler and b-sides.

Following the release of Revolver, Brian Wilson was deadset on one-upping the Beatles by writing an even better, even more cohesive album. For the most part, he succeeded. Each track has a similar production aesthetic, similar orchestration, and is written in a similar style. Sloop John B is the main standout, and that tiny reminder of the era this album was produced, and it's shit.

I like Sloop John B. The title track is probably the most unfitting on the album but I still like it. It was apparently supposed to be a Bond theme at first.
