Because it was the first decade where youth culture really exploded, so all these repressed youth went out and expressed themselves.

Everyone was overworking themselves to death trying to keep up with the latest trends both in jazz and pop music.
There was a massive amount of money in making albums so in late 60s everyone was trying to make great records and not singles.
Then there was the naive belief that good=popular. So the major record labels were trying to promote quality rather than market tailored albums, giving the popular artist quite a bit of creative freedom.
