It's basiclly a missile fired from a gun. It's the 1/4 the price of a cruise missile which it's supposed to replaces for shore bombardment from a certain range. Also remember the US orignally planned for 32 zumwalts not 3 before they changed their mind and went wihth Burke Flight III, so economies of scale never kicked in for the price.
