Plus it has a positive impact, since it gives more representation to people living out of big cities. If you see the electoral map, Clinton got her voices only in big cities. It'd have been unfair to all those in the small towns and would push presidents to favorise city people to get re elected.

in our time, an Arab is no longer an ethnic Identifiy, there are 22 Arab countries and on the 22, only two or three are Arab (ethnically speaking), they speak Arabic and their countries is part of Arab League, so yes they are Arabs, and Berbers in origine
