This ancient Siamese saying dates back to the early Ayutthaya Kingdom and has been the guiding principle behind nearly every administrative organization in my nation since.
It means good leadership includes not only the ability to wield power effectively, but to seize and maintain it in the first place.
A modern example would be when the army overthrew our democratic government. If we were meant to have a democratic leader, then we would have one already. Democratic principles alone don't win if you can reinforce them.
An even more recent example is Donald Trump. People who claim Hillary "would have been a better leader" seem strange to us. If she was the better leader, then she would have gotten herself elected. By failing to win power, she has already failed the first test of leadership.
History remembers leaders who came to be, not "leaders who might have been."

Basically means that if someone knows the truth about something but are actively denying it, they're impossible to convince. I think the applications should be fairly obvious when you consider political discourse in the west and how many people willfully follow along with falsehoods because their ideology demands it to be so.
