Mandating emission standards certainly is however. If coal had died a natural death, it would at least have given many of these people time to recognize this and would have been able to make gradual transition to other industries. Having it die almost overnight like it did lead to the permanently depressed economies we now find in the region because all that capital was suddenly gone.
