He enacts those policies which are on the Conservative agenda. TPP, Obamacare, Iran, Illegals, etc.
His initiatives which aren't on the agenda, such as Russia, protectionism, etc either come in diluted form, or don't happen at all. Assuming he meant anything he said in his campaign to begin with.
