This means you'll need a guitar, an amp and something in between for effects. I suggest that you spend not more than 350-400$ on a steel stringed acoustic electric with a cutaway.
Then take your time with it, I find those to be harder than both nylon and electric.
After you've gotten a good grip on it (a few months of hard work), get a decent amp (Roland Cubes are good and cheap).
You could also just buy it all in one go but I don't think you should.

Honestly epiphone 335s are beautiful guitars of amazing quality, and affordable. The stop tail bridge also gives it a clean precise sound. If you want a more jangly sound Id go for the casino. Epiphones are great guitars and affordable. Fender's Squire line is also becoming comprable to epiphone in quality. I have been playing guitar for 20 years and never spent over 500 on a guitar.

Personally I'm never buying a Gibson because most of their designs feel like shit. The LP for example is heavy, slides off your lap and isn't balanced that well. And that's not mentioning preferences (neck radius and scale lenght, wiring options...) However, if you're dead set on a LP, I'd suggest checking out brands other than Gibson/Epiphone (ESP/LTD, Gretsch, Ibanez ...) to see if you can find something that might feel better at the same price point.

Having played several ESP Eclipses, Standards and Customs, they're brilliant guitars but very different. The thicker model is closer to a Les Paul but with how different the neck profile and what not they don't feel much alike.

In my opinion, place of manufacture isn't as important as QC. I meant more "try out" than just consider, sometimes you can think one thing fits you perfectly and still be wrong.
I don't mind them, but I've never tried a flat radius with tiny frets, so I can't really say which one I prefer.

Try half rounds bro, I used to play those same strings and eventually settled on half round. I think it gives me a little more choice of when I want to be more or less percussive. For example with nickel if you strum as fast as you can for a tremolo effect you need some sort of fuzz or other effect if you want to cut back on the attack or rhythmic feel. With halves, just easing your attack a bit kills a TON of the clangy attack. You can still get the same things while digging in, but the option to not have such an offensive and cutting attack really expands the things you can get away with. You can make a much stronger transition between accompaniment and lead while playing clean.
Having more dynamic possibilities can be a bit too much for some people, but for me, being very rhythm oriented, I love it. I tend to move to different instruments entirely for lead.

I did set it up with 10s once. I put one heavy spring and two regular springs in it, balanced and tuned etc. When I dived and returned the guitar would be out of tune. After a minute it would return to pitch, meaning I didn't have enough springs in it. It's also on my list to fix

In my experience a setup(which includes intonation) takes upwards of an hour, possibly two if something is severely wrong with the guitar. Begin by setting the relief in the neck, adjust the bridge height and then individual saddle height. If there's fret buzz at the correct height, then there could be a high fret, which requires hammering, or the neck could have a hump in it due to humidity or weather, that's unfixable in a setup. If for some reason the action isn't right yet at the 12th fret then there could be some things seriously wrong. The nut may not be cut correctly, the neck could be twisted, or the neck could simply not be set correctly in the body. Assuming the action is set, then it's time to intonate. Get out your strobe tuner and compensate using the saddles, comparing the open string to the 12th fret. This is where it helps to know the player, because if the person presses down lightly or hard intonation doesn't help much. TLDR: All these tools the process uses cost money and setups can be very time consuming. Your local guy is either not doing a good job or doesn't value his time.
