wasn't in US interest to develop its economy. foreign policy dictated to rebuild defeated axis countries ASAP to bring them under american influence and not USSR. West germany was to be the bulwark against soviet containment in europe, with japan acting as a floating naval base to project into asia and contain china. basically keep their citizens as happy and productive as possible so they won't start shit again or turn commie. phillipines would do whatever the US says with or without the US developing its economy, it wasn't a former axis antagonist
