no because whoever has the draft rights is the team that the player has to sign for and the rest of the nba teams have to back off via the league rules. They could go overseas though but most players dont do that.

There is nothing stopping you from not signing a contract. There are rules though that prevent other nba teams from signing you for a number of years so that players wont attempt that. This is done to prevent players who dont sign for the team that drafted them to go sign for a bigger name team like the Lakers or the Knicks every after every draft.

It's a legitimate option to go overseas now, if a team like Philly that has legitimately spent 4 years tanking had my rights I'd probably do it, it's risky though, because the competition isn't as quality so it could have a real impact on your development, but being in an organization like Philly is probably going to have a similar impact on your mental development in addition to the actual development of your game
