His fastball went back up to around 94-95 MPH after his hip surgery and there's nothing to lose for either The Angels or Tim if his comeback doesn't pan out.
Plus, The scouts that watched him pitch all pretty much agreed that "There's something still there; He's not done yet" but nobody would bite the bullet and sign him to a starter role.

The Angels kind of aren't looking at him as being greatly great either; They need a 5th starter in their rotation and Timmy, as crazy as it sounds, is probably the best starter on the market at the moment, questionable health or not.
