Missing on CL next season is certainly an issue, but it doesn't (or at least, shouldn't) matter when it comes down to transfers. That's because it's certain Klopp will be challenging for top 4 next season, maybe even try and get a cheeky title finish if the other teams neutralize themselves. Klopp has started a new project by coming to Liverpool, now he actually gets a chance to choose the players and build the team in the way he likes it. Whether he will succeed or not, will be determined, but he certainly has the charisma to attract players by promising success, even if Liverpool don't get to play in Europe now. That's something Rodgers didn't have.

Since you mention it, Chelsea is a different case. They had underlying problems even during the season they won the league (no proper striker, too few players without the ability to do any rotation, etc), but Mourinho was masking them. It all just hit the fan this season. It's the same case with Man U to a lower extent, Fergie was being successful, but neglected (or didn't want) to fix some of the problems and prepare the team for the next era.
