pretty much nothing, speed metal and 80s power metal are interchangeable most of the time
speed metal's a lot more versatile than power metal though. venom for example is obviously speed metal, but they were never power metal. you could pick out any power metal band from the 80s and they'd be lumped in with speed metal.

You'll notice that speed metal in its most vanilla form is just faster NWOBHM. Early power metal is essentially speed metal, but either heavier (like USPM), more melodic (like EUPM), or faster (like JPM)
