Luxembourg are a typical minnow side, albeit not quite as weak as say san marino, but they don't tend to concede as much as andorra and their ilk at home.
The Nigerian team have great attacking options with a few decent EPL players, their international form isn't great though so I think 0-2 or 0-1. Either way, under 2.5 goals and away might be a decent bet with okay returns

I don't understand why sports books would ever want a tie. They make no money and have to go through the hassle of paying back the pushes.
If the lines are engineered to split the action equally on both sides, it makes sense for the book to want the bets to resolve (either way most of the time) so they can make money (at least) from the commissions.
