Where I was born.

Sapporo is culturally just a colony of Tokyo, where people speak almost standard dialect.
But people from other cities, especially along coastlines sometimes have unintelligible fishermen's dialects.
And basically, this island belongs to east Japanese cultural sphere, that's different from west Jap one encompassing cities like Kyoto, Nagoya and Fukuoka.

I'm not an expat so I don't know the exact definition of them. but what come to my mind when I think of them are,
west Japanese tend to speak more friendly and prefer less salty food but be a bit more criminal than east Japanese( I'm an east Jap) do.
