You will start to understand the basics after 200 hours of gameplay. Read a lot of guides and tutorials. Don't play as Switzerland or Luxembourg on your first try. The expansion packs are a must.

Same problem: both of them work the same (to me at least) but I just don't get it.

Don't listen to the memes telling you to get EU4 or CKII, they're both different and Vicky 2 is superior to them both.

Now, what you need to know about Victoria 2 is that it's very different from normal Paradox and even strategy games at all. The game simulates an entire world's populations and their world market. You basically just play as the governmemt for the country you choose.

>Populations
Every single province has a set population, which are divided into cultures, which are then divided into different roles and social classes. Pops have their own form of stats too, like their needs, money, literacy, militancy and likelyness for joining rebellions. The pops largely take care of themselves by working and by buying things to fulfill their needs from the global market. The amount of interactions you can do with them is a bit lacking, aside from encouraging them to aspire to do certain roles or taxation.

>Goods
Every state has goods it produces, and pops who work to produce it. Goods are used in the market to fulfill people's needs and to be bought and used by countries for their military, navy, infrastructure, or industry. Certain technologies and events improve how much a province produces. Some things are rarer than others. Goods can provide a boost to industry, for example if a province produces iron, it would make a steel factory work more efficiency within that state.

>Diplomacy
You and the governments of other countries interact in a few ways. Asking each others for alliances, asking/giving military access, funding each others during wars (which i dont know if works), or competing over spheres of influence. Alliances are really all over the place when it comes to great powers, but if you have a country in your sphere they'll mostly stay loyal as dogs even if you'll drag them into hell. Spheres of influence are only available to make if you're a Great Power, and they make the markets easier to access.

>Government
No matter your government you will have a ruling party, which has its own policies. As Fascist or Commie you can only have Fascist/Communist parties as the ruling party, democracies have the pops pick, monarchies you can choose whatever you want regardless of election results in exchange for militancy and conciousness rising for a short amount of time. Anarchists, Socialists, Communists, and Fascists gradually appear from 1836 with 10-20 years between each. Government policy usually chooses what you can do, meaning it restricts how much you can tax people, whether you can build factories/railroads, etc.

>Reforms
Pops really really like having rights. Granting reforms generally helps with preventing militancy. Removing things like slavery and serfdom is usually a good thing since it speeds up pop promotions so you can get clergy and upper class faster.

>Other stuff
Victoria 2 is unplayable without the two expansion packs. The game has a decent modding community that is just as autistic as it is impressive.
