Delete system 32 that will fix it.

That only changes your local (non-routable) IP but IP bans are by global (routable) IP.
Turn your router off and leave it off overnight, then go to whatismyip com and see if its changed. If it hasnt then contact your ISP and get them to change it.

So your router is going to assign you a new Private IP good job.
But to everybody else on the internet they are still going to see your Public IP assigned to you by your ISP to your router. So you are still pinging Sup Forums with the same public ip you did before because your still going through the same gateway.
