That is so called "Traktorijada" where serbs from Croatia decided to steal whatever isn't bolted down, put it on tractors, trucks and flee for "Great Serbia" in mortal fear of Croatian army. Alright faggots, time for some real answers:

send them a mail with an embedded picture from your webserver ( tags). Once they open the mail and their mail program loads the image you have their IP somewhere in your webserver logs. If your shitty webserver doesn't log it, you can either program a php script to log it in the background and display just the image, or run tcpdump on your server.
If they never open that image, you're screwed.
