The USA has gone from fielding a team composed of college kids in 1990 and 1994 to a team in 2016 that demands it makes the knockout stages of the world cup. The progression has been remarkable. Kids born in 1994 that grew up in the "soccer era" are only 21 now.

21 is too old for developmental football. We should be seeing them in Europe right now. USA was much better in the '98-'04 era.

Yes and no. US soccer is just 2 players away to be as good as the 04 team.
The US sends a lot less players to Europe due to the fact that there are 280 or so extra professional slots in the US. in 04 you basically had to go to Europe to get paid.
There are plenty of young American players in Euro youth squads. This is the deepest team the US has ever fielded. Less "big" names, but still better. It only doesn't seem that way because we expect more now.
