Probably not the best villain I could think of, but one quick example that comes to mind is Azula.
Great design, decent motivation to do what she's doing. Contrary to most 'villains', she is an actual threat and completely overpowers her enemies both physically and intelletually until her eventual demise because of her own perfectionism.

Her character is hateable in the same way that a character who throws puppies in a river is hateable. If you write a character with zero depth and no redeeming qualities, then sure, you hate him, but it's not a great villain by any means.
