Because noise music can be structured. Noise isn't a focused genre it's more of an umbrella term for a large number of styles of abrasive or atonal music.

Because what is and isn't considered "musical" is just a human application of meaning to a objective occurrence or lack of an occurrence of sound. Even if you don't like noise music or find it interesting, to not consider it music is really to be struggling with some pretty basic concepts.

And you know what, it's also really limiting. You're a boring person for trying to put limits on something like music. Just stick to what you like if it really bothers you that much. The day you come into contact with noise music anywhere in your day to day life in mainstream society maybe you'll have earned the right to have a bit of a whinge, but when you are literally seeking out fringe art to complain about it you know you're a dull cunt.
