while it sounds completely different and completely lacks the trademark Yuki Kajiura strings it does evoke a very similar feeling with the mix of traditional japanese music and modern rap, this is generally a motiff of Shiki as seen in her personality and clothing.
Other alternatives would probably be some of Yuki's themes for Fate/zero and Madoka, as they do often sound alike.

Lorewise Chara is named after however you call them. It's the short version for Character. So basically if you name Chara Sophie Chara is female. If you name Chara Tom, Chara is male and so on.

It makes sense, she's a very matronly figure in TF2 lore. She's basically a younger version of the administrator, carrying out her orders, watching over the mercenaries, taking care of them. I can see how she can be viewed as a motherly figure. Maybe that's part of the reason I'm attracted to her.
