Illinois is definitely the first you should listen to -- songs like chicago and john wayne gacy jr are among his most accessible.

Personally though, Age of Adz is my favorite by him. Michigan is also remarkably great.

I think his folk oriented stuff is what got me into him the most. I'd say to start with Michigan to be honest. It's a great folk album with some baroque pop influence, but doesn't really go to overwhelming levels. It's a super comfy album. Then go to Illinois and where ever you want after that.
