The stronger person should be holding the handles of the wheelchair, and the weaker person should be holding the bottom of the wheelchair near the feet.

You haven't specified your country so going out on a limb I'd say you're an Ameritard. They are specialised chairs not a lawnmower, you don't hire them, you buy them for a lot of money. They are actually fire evacuation chairs, strongly suggest you look at another way getting your father down the stairs.

OP Firefighter/EMT here. Technically in the United States the locality that provides 911 EMS care can help you move him. It's considered a public service. The FD or EMS locality will set up something for them to help you get him back up the stairs. You can go through a private ambulance service but you will haft to pay a couple hundred dollars to get it done. Best thing to do is find out your county or city's 911 NON-EMERGENCY NUMBER. don't just call 911

Nah, lift assists generally are around $50 if pre-scheduled, don't call for an emergency one and should be fine.

Thanks for the help. I'll call the local volunteers and see if the can bring one over. I would just strait 2 man carry him with the wheelchair but 45 concrete steps is too big a risk for me to take.

EMTFAG here. Call 911, ask for a lift assist. Simple as that. Most EMT's are willing to bend over backwards to help out the less able bodied. And chances are, you'll sign a refusal, they'll check his BP because they are scared of not documenting every little step, shake your hand, and walk out the front door. Problem Solved. And to get him back up stairs? Call again. Done deal.

I would recommend googling a "straight back" chair. That's the term we use in aviation for the exact same type of chair to get someone in a wheelchair into an airplane.Airplane stuff is always more expensive but that should give you more stuff to look into.
