I found the settlement building itself to be rather poor, incredibly clunky controls and systems like defence to be terribly handled. Much more concerning is the way it affected the rest of the game, settlement building in a series that has traditionally had a big focus on exploration and world building was a terrible idea, imagine if all the bigger settlement sites were instead quest hubs/towns.
