Well same show is a bit rare but anime characters from different animes that use some pretty generic animation style tend to look very similar when they have similar looking haircut. In some cases characters can have the same haircut and even color of hair but their difference would be hair pin or just eye color.
The biggest difference between Hol horse and Speedwagon is the animation style, as showing a picture of Hol horse from the anime and a picture of Speedwagon from the anime, you can easily without any issue see their difference, but if they both had the animation style of part 1 or part 3 the differences would be pretty smaller, their haircut would be a bit different from eachother though. The easiest way to differenciate them would be the Scar on speedwagon's face thougj. Kind of like Miss Fortune and Katarina.
