That's an infantryman. Snipers generally carry a lot less, just their rifle, sidearm, ammo for each, binoculars, canteen, and the rest is dependent on the situation. Snipers have extremely heavy primary weapons compared to infantry, and need the ability to take a shot and relocate quickly. Carrying all the shit an infantryman does, or even the equivalent in weight, is counterproductive and makes you an easy target for counter-snipers.
