However, having to use Rio de la Plata as communication between Mato Grosso and Rio de Janeiro (there were no roads linking then by the time), Paraguay government saw an opportunity and created problems regarding our ships.

But anyway, as I understand it, both Brazil and Argentina wanted to be the sole regional power in South America, however there was a thorn in both their sides, Paraguay. So they decided to team up on Paraguay and get rid of their common rival. As I understand it, relations between the three of these were sour as can be. And then Brazil topples Paraguay's only ally in Uruguay, in order to control the Rio de la Plata. I'm not suprised Paraguay didn't roll out a red carpet for Brazilian ships.
