Another thing to point out is that there is already tension among the citizens themselves such as whites and blacks, liberals and conservatives etc. so the most likely scenario would be either government vs. non-allied insurgents of different backgrounds and beliefs

He said the other officers were there to speak on his behalf, to say "He'd never do that!" When I asked how old he was, he just told me "Old enough to know better."
