I used a few apps. Nova launcher. Icon set is called "isometric" in the play store. In I made sure icon layering was on and set the desktop grid to 8rows and 6 Columns. As for the background it's a live wallpaper called "patterns" I just have the demo version but I hit the random colors button until it came out with these blue colors. Finally the clock widget is called "pixel art clock". Good luck anons!
