Joni by far, and if you seriously prefer Vashti overall I have difficulty taking you seriously. That being said, I love them both and Vashti's last album was my favorite of 2014.

Vashti is good, but Joni is honestly just on an entirely different. Vashti basically just stuck to the folk song tradition and conventions, which is fine, but explains her relative obscurity. Meanwhile the breadth of Joni's work (both sonically and in terms of her songwriting) extend so far beyond that that this isnt even a fair match up. She pretty much singlehandedly legitimized female singer-songwriters, like seriously guys what the fuck.

Joan Baez was even further entrenched in the folk conventions considering she primarily just performed traditionals or contemporary covers. She was a great singer, but you know, being a songwriter is generally one of the requirements for "legitimizing female singer-songwriters".
