There's only about 55 NTs in Europe and when you think of the likes of Andorra, Faroe Islands, Gibraltar, Malta, Luxembourg, Liechtenstein, Cyprus, Estonia, Latvia, Lithuania, Armenia, Georgia, Kosovo, Azerbaijan, Kazakhstan, San Marino, Montenegro, Moldova and a few other shit sides, then there's little point in actually having the qualification stages.

Problem with having odd numbers in the group in that in the final round of group games, you're going to have teams not playing, which gives unfair advantages to others and how the final group will look.
You need to have all teams in the group playing at the same time in the last round.
