If switching sides is a factor then pretty much all countries except Japan and Hungary are not Axis. At some point you have to give up or face total destruction and massive infrastructure damage. Little do people know about the massive bombings that took place in summer and fall 1943 over here. Thousands died and many historical centers were reduced to rubble.
