I was in Japan just a while ago and while I obviously can't speak for someone who actually lives there, I saw VERY little milk being sold. I only saw one small package of it being sold at an airport and some milk tea at FamilyMart.
I don't think the Japanese drink much milk.

I don't think that's unique to Japan. Plenty of lactose intolerant people still consume products with milk in it.
If anything I don't think the Japanese do it as much because essentially none of their native cuisine contains any milk as far as I know. Only foreign recipes seem to call for any milk.
