If he was talking to Olenna, then no, the Tyrells do not have the second strongest army in Westeros, they have the first. The Reach's fertile lands and huge levies mean they can command a massive army.

If Jaime said to Kevan that he has the second largest, then no, that would be the Vale. The Westerlands lost thousands of men in the war of the five kings against Robb and Stannis, so it would make sense for the populous Vale to have a larger army than him.
