Fun fact - in the summer, you can sail from Moscow to Omsk through a series of rivers and the Arctic Ocean. It's a long route, but some people do it.

The major reason for it becoming a meme was some sculptor/artist's reign over the whole city for a several years. That guy was a big friend of city major and the major was a big fun of guy's art. So the sculptor spend his days in decorating Omsk with all kind of controversary modern art stuff like giant red pixelated statues or even more giant palm in the middle of the city square.
Jokes about drug users are overexagerrated though. St.Petersburg was and is the only true russian capital of junkies.
