They call it Basel rules, it's a multistage implementation over many years, it started (I think) in the early 90's and we are up to the 4th version of the rules....
Effectively, since 2008, basel has required banks to hold more capital on their balance sheets so if there is a drop in market prices of securities, or the assets they are backed by, the bank can absorb the losses and NOT require a bail out from the government.

As far as America is concerned, I'm not too thrilled with the direction my country is headed.
