Saint Pablo was added after most people had heard it all the way through a few times. it's not on the default original release of the album as listed by music databases that aren't streaming services. it's a later addition to a really quickly turned around reissue.

honestly, why are Kanye fans the only people itt who can't figure out how albums end? is it because they've only ever listened to music on streaming services and are like 15 years old? there's such a thing as the "right" end to an album and "bonus" content or "reissue" additions

Well I don't think it's necessarily SAID in the song (aside from 'give me your hands') but I believe that's what Bowie said in interviews when explaining the narrative.
