and btw estonian weather is very bad for roads, quite a lot of money is spent on roads but because our winter is so incosistent, some days its -20 the other days is +5 and that literally destroys the roads so much

As i know you can buy property here, but Anti-murikan purges in Eburg are expected (your govm't too obvious support separatism in this city) and in such situation i'm not sure about fate of your property. Probably is more vise chose another city for life - Vladivostok for example.

There is nothing comfy about small towns. I lived in Rheda-Wiedenbrück on the Wiedenbrück side. Its beutifull but thats it. Its only good for a 1 day stay. You can do nothing and get nothing.
