I put it after my overdrive. I know most people do it the other way around, but this works better for me. Also I used to put the TS9 in the loop of the NS-2, and that worked well

It all really depends on the person you are commissioning it from. Usually it's a small team or just one dude. Some are upwards of 1200$+ and there's no limit to how high it can get. And it also takes into play what you want on the guitar.
