Umm, I'm mostly self taught and I'm fairly crap at writing coherent instructions so I couldn't write a tutorial up even if I wanted to
You best bet is to look up how to bubble normally if you don't already know
For the transparent bits I'm shopping off the clothing leaving just a skin tone underneath, and then finding a picture online that matches the ass/tits/pussy, lining that up and then using the eraser on 0 hardness to blend, and matching skin tones using replace colour/levels/contrast. Finally apply a gaussian blur underneath the bubbled area and set transparency to what looks good, normally around 25-30%
